LEGALIZATION OF FOREIGN DOCUMENTS INTENDED FOR BULGARIA

 

Foreigndocuments to be used in the Republic of There are three categories of foreign document legalization:

A) foreign documents from countries that have signed the Hague Convention of 1961, with which Bulgaria has signed a Legal Aid Agreement. No Apostille is required for such countries

List of Countries: From Europe (in alphabetical order) – Austria, Belarus, Bosnia and Herzegovina, Macedonia, Poland, Romania, Russia, Slovakia, Slovenia, Serbia, Ukraine, Hungary, France, Croatia, Montenegro and the Czech Republic.

From Asia: Azerbaijan, Armenia, Vietnam, DPRK, Georgia, Mongolia and Uzbekistan.

From North America: Cuba

The legalization of documents from such countries is easiest to implement. The only requirement is that the documents are presented in the original, certified with a “wet seal” and a signature. It should be noted that the documents must be issued by state institutions, official bodies or be notarized in the relevant country.

B) Foreign documents from countries that have signed the Hague Convention of 1961. An Apostille is required.

C) Foreign documents from countries that have not signed the Hague Convention.

These include all other countries with which Bulgaria has no legal aid agreement and which do not issue Apostilles.

If the documents cannot be provided with an Apostille, to produce effect on the territory of Bulgaria, they must be certified by the Ministry of Foreign Affairs of the issuing state and then certified by the Bulgarian diplomatic or consular representation in that country or accredited for it (the nearest neighboring state where the Republic of Bulgaria has a Consular Office).

LEGALIZATION OF BULGARIAN DOCUMENTS INTENDED TO BE USED ABROAD

 

Bulgarian documents intended to be used abroad

There are two categories of legalizations for Bulgarian documents intended to be used abroad:

A) Countries with which Bulgariahas signed a legal aid agreement.They do not require an Apostille.

The exemption from the obligation to place an Apostille on documents intended for these countries does not mean that the documents do not go through a legalization procedure. It is carried out by authenticating the translator’s signature with a stamp / sticker placed by the Ministry of Foreign Affairs. Generally speaking, the legalization contains one or two endorsements on the translation and the original document attached together, and depending on country of destination, they are certified with or without an Apostille but always with authentication of the translator’s signature.

B) Any other countries

Whether they are intended to be used in Hague Convention countries (Apostille issuers) or non-Hague Convention countries (not issuing an Apostille), all Bulgarian documents must be legalized by two validations (authentication of the translator’s signature and an Apostille placement).

The Bulgarian bodies responsible for Apostille placement on Bulgarian public acts are the Ministry of Justice, the Ministry of Foreign Affairs and the National Center for Information and Documentation (validating educational documents).

The Ministry of Foreign Affairs places an Apostille on all municipal documents, documents issued by ministries and state agencies such as NRA, NSSI, MoI, MD, bank documents and others. Before an Apostille is placed the documents need to be certified with a rectangular seal by the relevant issuing authority

The Ministry of Justice places an apostille on all court documents, such as powers of attorney, declarations, decisions (including divorce ones), notary deeds, official certificates, evidence of professional qualifications, etc.

NACID places an Apostille on all educational documents for secondary and higher education.
